Here is an interesting thought;
How does a team owner or manufacture/distributor justify spending between 250,000 and 600,000 dollars per year only to get smashed by smaller teams with smaller budgets.
Geoff Winzer is the perfect example of this, for many years he has punched well above his weight and yet teams still insist that cash is the answer, when a good technician and some clever people around him can do just as well as the big boys.
Maybe a capped budget could increase the amount of competitors and teams in the paddock?

Whilst I don't disagree with your thoughts I think it is near imposible to police correctly.

I agree with Mach.... would be impossible to police.
One of the easiest ways is to bring all the bikes back to Superstock trim... Look at Coxhell ? That thing is just as fast, and he regularly beats the factory bikes around the circuit.
The Gas team would still be spending a fair amount of coin though.

TDP, my point about Mr. Winzer is to point out that cash is not the answer, rather let's get more Guys like him involved.
If you capped it, you would be forced to find smarter people as opposed to just throwing cash as expensive parts that some of the paddock simply can't afford.
Ex racers like Krusty could head up teams, this could help drag the right mechanics along.
I am sure racers like krusty still know their former spanner men
